Roxanne Carrillo Garza will be an innovative voice on the Board of Supervisors. She brings trusted leadership that represents community values reflecting both her personal and professional experiences.


Roxanne learned about social justice issues from her mother who was a Public Health Nurse and her father who was an artist who later was an elected union leader. These strong family and community values and hard work ethic helped her achieve a Bachelor's degree in Political Science and a Master's Degree in Social Welfare. 


When her two children were young, Roxanne was a single mother living in this district. She knows first-hand the challenges of navigating public services to support a family.


Her 22 years of experience with County issues combined with her personal experiences that mirror many residents and her educational background make her uniquely qualified to rise to the moment to be our next Supervisor for District 4.


Roxanne’s professional experience includes serving as the Public Health Program Manager for Contra Costa Health Services. In her role, she worked on environmental justice and developed a framework for Public Health, a cross-divisional approach to Violence Prevention and a Health Equity initiative in the department. Roxanne also worked with residents on health policy issues impacting neighborhoods across the county.


Currently she is the Senior Policy Director of a non-profit organization where Roxanne leads a team of employees and coalition partners on campaigns that focuses on health, economic justice, education equity and neighborhood improvements.  


When the Covid-19 pandemic impacted Contra Costa County, Roxanne was asked to serve on the County’s COVID Vaccine Ethical and Equity Vaccine Allocations Committee. She led efforts to increase access to COVID testing and vaccination services. She built coalitions, and because of her trusted leadership residents from across the County raised their voices and shared their experiences.


Her respected leadership has resulted in Roxanne being tapped to serve on many important Countywide and Regional Committees that inform public policies affecting Contra Costa residents being considered by the Board of Supervisors and other elected officials in our region.

Roxanne and her husband Jaime met 14 years ago and have been married for 11 years. They share their Pleasant Hill home with her mother.
